Upper Skull Lake had fish in it in 2015 or 2016 when I camped up on the shelf below Washakie Pass.
There was no sign of fish in it on this trip. Lots of skeets out and no rises to be seen.
I fished the outlet area and no hits.
Skeets were bad at Upper Skull due to lot of boggy marsh at the edge of the lake.
